Extension stops when sync fail

📰 To Reproduce Steps to reproduce the behavior:

1. Open developer command, choose 'Sync: Download settings'
2. Extension runs
3. It does not found an extension or setting
4. it logs error and stops syncing

💪 Expected behavior Sync all settings except not found extensions or settings
