[BUG] Catch event spams "All prisoners have been catched" #381

Describe the bug

On Catch event end, it will write "All prisoners have been catched" multiple times instead of one (probably once per player)

Current SourceMod version: 1.10

Current MyJailBreak version: latest dev build + https://github.com/rlevet/MyJailbreak/releases/tag/v2
