Enable rails to be stacked #16

To enable rails to be stacked the "allowed_item_types" needs to be updated to add "rail-planner"

Fixes #15

Great, thanks for doing this!

Thoughts on adding stacking of rails to the base mod since they're used as a science pack component now? (I'm not keeping up with the metagame in 0.18, do people bus rails?!?)
