Fixed loaders snapping when building loaders. Added snapping when building next to loaders.

Hey - unfortunately I ran into some issues and unintended behaviors while testing this. I think we should be able to accomplish the improvements you're looking for without adding the complexity of potentially altering the adjacent loaders, which can tend to cause issues in blueprint placement.
