Summary

Reader for top and conf files -- I think reader.py is working but the testing not yet, so need to work on it a little more --- hence it is still in the sandbox.

Won't merge until properly working.

Pulled from lattice-dev, hence merging into lattice-dev

Summary

Reader for oxDNA .top and .conf files now works.
Testing has been added

@debeshmandal not urgent but when you can, have a quick review and merge if you think all is good. Thanks :)
