Here's the proposed changes for the mod. For the maintenance, we add lots of them based on their need for an office (+1), supplies (+1), equipment (+1), hazard pay/insurance (+1), recreation benefits / additional pay to workers (+1). In these cases, most buildings have high gold maintenance, and be advised accordingly. With higher maintenance comes higher benefits, and more selective bonuses.

Passive gold earnings are now turned into active earnings with Merchants, and this depends if the building does make sense on having them. To make the entire mod lean more into Tall city builds, uniques are restricted to a city-wide effect except for Science because it grows a nice penalty every additional city captured. Park is also a new building added to restrict further development of the arboretium and fruiticetium, as well as giving a nice starter to more happiness early-game.
