Add resorts #9

Add the four main resorts

  1. beach resort (only build when city is coastal)
  2. spa resort (build adjacent to coast or lake)
  3. mountain resort (build adjacent to mountain)
  4. golf resort (build on or adjacent to plains or grassland)
