Going to that link resolves to: http://influenceexplorer.com/search?query=%(query_string)s?cycle=2012
Which is, of course, invalid.
Rather than replacing the & with %26, it appears as though Sunlight simply omits the ampersand as demonstrated in the correct URL below:

Removing the ampersand from external Influence Explorer URLs would resolve this issue.
