Restrict what can be removed in the settings GUI screen #25

When adding removing items in the settings menu of the game, the game needs a minimum amount in each category to be able to function.
Add checks to ensure we're not allowing them to remove too many items
The ideal workflow is they would get to the minimum level and then be required to add new items to them be able to remove more.
