Set local centos7 repo before installing dev tools (in marvin box)

This PR fixes marvin box setup, points the repo to local - http://10.0.3.121/centos/7/ instead of http://mirrorlist.centos.org/?release=7&arch=x86_64&repo=os&infra=stock, before installing dev tools.
