docs: default version 'development' #73

Set default documentation version to 'development'. This should ensure that the header bar disappears for the development version. Related documentation: https://squidfunk.github.io/mkdocs-material/setup/setting-up-versioning/#version-warning

@RobbenRiksen apparently this is not the correct solution. The alternative can be to change it over to use 'latest' by default instead of 'development', I guess.

@nicorikken I tried this, but the notification still shows. Do you have other suggestions?

@RobbenRiksen https://github.com/shapeshifter/shapeshifter-specification/pull/79 should resolve the issue, using latest as the most current development branch. This is the default and is expected by other projects too.
