Shape Tree Decorator Versioning #27

As shape trees themselves, as well as the shapes they reference are not explicitly versioned, is it truly necessary to version the shape tree decorators?

After verbal discussion with Justin, we've decided that we don't need to preserve breadcrumbs back to the specific version of a decorator when someone performed a speech act (clicked an ACLs button)
