This pull request performs the following:

Fixes ESLint configuration and resolves linting errors.
Updates GH Actions to run the linter.

all addressed, we will need to deal with node version handling, e.g. with nvm and clear instructions to onboard new contributors, otherwise it will quickly spiral out of control
