Pets MUST be linked to an owner #13

Description

Currently the owners and pets are allowed to be added separately. However this does not make sense as pets cannot come to the clinic without an owner. Hence on creation, pets must be assigned to an owner

Possible Solution

Make sure that there is an owner tag when pet is created.

Team's Response

Doing so would be excessive restriction on the user. The recommendation to link has been raised to the user in the user guide.

In addition, we wanted to consider for cases where a non-owner brings in a stray animal, for example.
