OCPI check: Error message if I provide a step-size for flat #11

Situation

I got the tariffs for CPO 0x5108cf3c5ab07ff7b8c7c61ee011983bf6b6

Issue

I want to update the tariff using Postman
I've added the step_size to a flatrate tariff
The tariff gets saved, but without the step size (which is correct)
But I don't get an error message explaining me that I'm not able to add step_size to FLAT tariffs

Acceptance criteria

I want an error message saying that a flat tariff doesn't need a step_size

Tech background

Using Postman v6.1.4 for Windows 10
