Run HackRF firmware if PortaPack hardware not detected or does not initialize correctly #100

This would be a nice failsafe if the LCD doesn't initialize or some other start-up procedure fails or does not find PortaPack hardware. At least the device can be unmated and act like a HackRF in the meantime.
