Launcher cannot detect python's install path if python is not installed for all user. #1

It is said [1][2] if python is installed with the option 'current user only', 
its registry entry will be 'HKCU\SOFTWARE\Python\PythonCore' instead of 
'HKLM\SOFTWARE\Python\PythonCore'.
