What steps will reproduce the problem?
1. Open AppEngine in a Windows environment where an authenticated proxy is 
present
2. AppEngine gets frozen on _VersionCheck method.

What is the expected output? What do you see instead?
AppEngine open properly even if it's not possible to check for a new 
version.

What version of the product are you using? On what operating system?
AppEngine 1.2.7 on WindowsXP.

Please provide any additional information below.

A patch is attached that solves the problem.
