Generate new project without Apache header #8

What steps will reproduce the problem?
1. create new project

What is the expected output? What do you see instead?
main.py in newly generated project automatically contains Apache license 
header. Can we have an option to start non-Apache licensed projects? =)

What version of the product are you using? On what operating system?
AppEngine SDK 1.4.0
