Monitor folders for new files / act immediately #13

For NTFS folders, can subscribe to event when folder content changes. 
Other filesystem types, do regular scheduled checks.

Optionally automatically action as well.

Two aspects:
 - Monitoring media library
 - Monitoring "download" folder
