Update dependencies Cluster-API to v1.1.3 #140

Cluster-API v1 support for Equinix Metal was added recently. With these code changes, support is added to use Cluster-API v1.1.3.

The APIs used for Cluster-API are still v1alpha3 and will be updated at a later date.

I've tested this branch and machines do provision!
