Instance list status.phase never reaching Provisioned #59

Issue

There's a deadline for pinging the Humacs Pod of 2 seconds. Given unready in instances in the list - it will take up quite a while for the request to resolve. Currently the Humacs Pod of the Instance isn't pinged so the phase can never reach a Provisioned state.
