Add NERC for shipcode #6

In an extendedmeasurementorfact.txt file, make possible to add NERC code if a Sampling platform code is defined.

if measurementType == "Sampling platform code" and measurementValue == Value from a list with several shipcodes (ie 77SE) and corresponding NERC code (http://vocab.nerc.ac.uk/collection/C17/current/77SE/), we need to make this list.

if measurementValue == 77SE measurementValueID should be http://vocab.nerc.ac.uk/collection/C17/current/77SE/
