tilde causes 'unauthorized' error #81

What steps will reproduce the problem?
1. Enter a URL with a tilde (a ~ mark)

Instead of getting a short URL, my server's "unauthorized access" page is shown.

I could fix this by changing the form from "GET" to "POST", and changing $_GET 
to $_POST in the script.

Works fine for me, I think it is a server config issue.
