Fix unsatisfiable and redundant read-time conditionalization #140

The unsatisfiable and redundant instances of read-time conditionalization have been identified using an automated tool and quickly verified manually.

The changes should be sound and make sense unless there is a, for example, a plan to re-merge SBCL and CMUCL implementations of certain things.
