WNDG, MMP, ESP values are sometimes incorrect #11

WNDG, MMP, ESP indices are invalid compared to SPC sometimes.

@keltonhalbert ...I'm gonna need some examples for where these are incorrect. I just checked 11 soundings today (8/7/2014 @ 00 UTC) and they were all spot on with the exception of an error 0.01-0.02 every now and then.

TEI values were incorrect, but they have been changed to be correct by changing the surface theta-e value to the maximum theta-e value in the sounding in the equation.

I'm closing this issue, since I can't find any errors in the aforementioned indices.
