Latest NUCAPS Commits #231

We've created a new fork under NUCAPS/SHARPpy.git which has the most up-to-date changes ready to be merged. We can probably close #230 now that all the NUCAPS-related commits have been moved into a single beta test repository. This pull request includes the NUCAPS documentation and other minor changes we talked about previously (i.e. NUCAPS decoder, unit test, wind value checks, etc.). Let me know if there are any questions.

There's a new branch called 'nucaps', this includes the work done on nucaps-test (nucaps-test can be closed out/removed). I also added some basic documentation on NUCAPS in SHARPpy.
