Add docker/x11docker scripts for Telem #3

Need scripts for launching rviz and the telemetry system.

Should connect to the robot and display rviz in x11docker with cameras/etc.

Assumes the appropriate topics are already publishing on the robot. Does NOT start the robot.

Should be compatible with the sim
