To reproduce:
1) Add a RDS node with enhanced monitoring enabled. Telemetry appears.
2) Add a RDS node without enhanced monitoring enabled. No IOS telemetry, but there's database telemetry.
3) On the "add RDS node" page, un-toggle the second node (one without enhanced monitoring)
From that point on, NONE of the RDS nodes will get OS level telemetry via enhanced monitoring.
