indices - update metadata for RPD1 and RPE1 to mark them as not recommended #815

RPD1 and RPE1 were early versions of RPD1 and RPE2 that used a rake tree. These need to be marked as not recommended. Users should instead use RPD2 and RPE2.

The citation to Mishler et al. 2014 should also be removed while we are at it.
