The hierarchical labels indices generate differing indices depending on the number of axes in the basedata.
It would simplify the metadata if these indices were converted to lists.
This would remove the capacity to cluster using the SUMRAT indices but this has not been used since the initial publication (Jones & Laffan 2008). It can be reinstated if there is a need.
