Hub members create educational events #30

These events are in the community center. They are similar to projects in that CAPs are generated for the organizer, but only the person teach the class receives CAPs.

Since CAPS are only distributed via donation right now, there is no difference between educational events and other projects. Moving to backlog.

When someone creates a project, they should be able to select creating it in two ways. 1) I am offering a group service and everybody is an attendee. 2) I am organising a group project and everyone is a participating volunteer.

In the first example, only the person offering receives CAPS. In the first example, the organiser can set a limit on attendees. If they do not set a limit and are hosting at the community hub, the capacity will be set in advance by the community hub for each room they allow people to host in.

In the second example, all participants receive CAPS. In the second example, the organiser gets to set a limit on volunteers

In both examples, volunteers sign-up on a first-come first-serve basis
