Summary: Ability to edit submissions until CFP closes

Details:
Speakers and those acting on behalf of speakers should be able to edit
their submissions up until the call for papers closes.

Reason:
This would be beneficial as it would give the speakers the opportunity to
update, reword and revise their submissions before the CFP closes.

I'm going to close this ticket out since we're no longer managing CFP in 
SCALEReg / SimpleCFP.  We should definitely consider this for the new drupal 
CFP system.
