Address how logbooks are often eliminated as an option, but many fisheries already use them. #123

Logbooks - these are often eliminated as an option because of the cost criterion. But we need to be able to override this because many fisheries have logbooks in place - albeit mostly as a compliance rather than a data-reporting tool (TBL workshop Brisbane).

Maybe add a note in description about how the data may be used for assessment v. compliance. For criteria, we can possibly, lower criteria levels, but add more cautionary caveats to address financial concerns.

We added a note on compliance v. assessment and now this issue is a matter of relaxing criteria and adding caveats.

Natalie likes the fact that they get eliminated, but can be reinstated in the review section as already being used. This forces review and consideration of the caveats.

review criteria and add caveats around any criteria so there is a description for users to review when considering why it was eliminated and it's current use.
