shortcode controller permissions granted for everybody who can access CMS, used private static $required_permission_codes
psr-2 formatting
const URLSegment replaced with standard private static $url_segment
fixed Link function, using $url_base
fixed controller paths in js

Just 'merged' this PR manually into branch 3.0 & master + created a 3.1 tag including these changes (3.1 instead of 3.0.x because of quite big changes). Not sure how to do this for the 4.0 branch but that's for another issue. @jelicanin @sheadawson
