The error is because Procurement can't connect to the update file, namely:

https://raw.githubusercontent.com/Stickymaddness/Procurement/master/latest-relea
se.txt

This is caused by network issue, either due to firewall/router/etc.

Note that you can disable checking for updates in settings.xml, and even if 
unable to check for updates you should still be able to login.
