lost of rampage buyout after the league merge (buyout still present on buyouts.xml) #446

What version of Procurement are you using? On what operating system?
1.8.5

What steps will reproduce the problem?
1.configure buyouts for X stash in a league (Rampage)
2.after the league merge in rampage , i lost all my buyouts from rampage, in 
spite of all buyouts still present on the buyouts.xml
3.is there a way to revover them or to adapt idemid name to fit standard 
encoding and be abal to recover my rampage buyouts ?

What is the expected output? What do you see instead?
Keep my buyout after a league merge

before replicating the issue.

This is due to the way the buyout system works, the unique id for buyouts take 
league into consideration, so when the merge happens the buyouts are lost.

This is something that I want to improve for the next release.
