Allow right clicking tabs to set tab-wide buyout #427

I don't know if this has been suggested before (I didn't see it when trying to 
search) but would it be possible to allow us to set a buyout on the whole tab 
by just right clicking and entering an amount without having to go edit the 
text file manually?

This has been suggested before, and I do plan to add the functionality.

Hi,

Procurement moved to github over a year ago, and I have not been monitoring the 
google code issue tracker. 

Google is shutting down google code in 3 weeks time, as such I am disabling 
this issue tracker as I will not be able to reply after that date.
