example issue with assignee #13

this is an example of what an issue looks like when someone is assigned to it

people can change settings in their account to subscribe/unsubscribe from specific threads (tasks), or the whole repository, or only tasks they are involved in (assigned/have commented in/etc), and they will get email updates (or see things in the notifications section of GitHub - though you should not expect anyone to check this)

for now I put assignees in tags - they can be moved if they create GitHub accounts
