Support Parallelizable for dynamic TestCases #475

Make it possible to mark a TestCase Parallelizable that was created
via a DynamicTestFactory or StaticTestFactory.

Consider this for v3.2 along with the ability to specify ordering.

Keeping in mind that it might not be possible to implement these features for 
dynamic
test factories but they should work for static test factories easily.

I remember looking at implementing this myself back in the day and not figuring 
out which class I would need to start the edits in to support this.

I still have a desire for this to be implemented. Perhaps if someone could tell 
me where to start, I could implement it and contribute it back.
