cygwin and mingw #193

cygwin is indeed more usable than mingw
cugwin requires an extra dll file
while mingw goes directly with a msvc runtime

with cygwin you can cross-compile to mingw
which is actually more usable than using mingw directly

I'm not an expert on it or anything
But I have played a bit with it :)
