Add PHP 8.3 Runtime #24

This Image is based on Bref's PHP 8.3 FPM runtime to run HTTP APIs and websites on AWS Lambda. I used the same steps as in the Node Dockerfile, used the latest libreoffice version and used Bref's runtime image.

Hello, is this still relevant? Could you please use the latest Dockerfile and update to a more recent version of LibreOffice? Once that's done, I'll proceed with publishing it.
