Next release preparations #135

@shellscape I'm done with all the contributions I have intended to make for the next release.

Here's what I think should be the next steps:

[x] create .msi, .zip and *-debug.zip
[x] create a GitHub Release with release notes
[x] update CHANGES.md
[x] update GNP information on shellscape.org and point the download button to https://github.com/shellscape/Gmail-Notifier-Plus/releases/latest

Here's a list of questions I need answers to:

Is this release going to be v3.7 or v4.0?
Is a beta needed or we'll directly release a stable version?

That's good news.

Let's make this choice when the CHANGES.md is updated.
We can probably go straight to release.

Do you know if github releases keeps a download counter?

It does. It's accessible through the API. See "download_count" here.

Based on that list, I'm going to recommend it get bumped to 3.7.

@shellscape it's been 3 weeks now and the new version is still not published. What's the reason?

Apologies. I'll do my best to get the site updated this evening.

Having trouble connecting to the server tonight. I'll try again in the morning. I need to get the site up on github pages soon so this won't be a problem in the future.

Updated the website, published the release, and posted on neowin.net.
