Alternative Map Layouts

Provide a way for players to generate layouts other than the Hyperlane-based one.

Ideas:

• Rules as written maps (but those need extra tiles, where do we get those? Randomly? Does that not defeat the whole purpose of miltydrafting?)
• Spacer maps (see below)

A way to create symmetrical maps without hyperlanes (Would also solve https://github.com/shenanigans-be/miltydraft/issues/8) suggested by TheRealGilimanjaro
