Priority targets

• Adds boosted attacks - boosted attacks will just be value = value * boost + 1 for now in utility.
• Adds context for setting priority targets to controllers
• adds target selection to utility
• reverts moonerang position value (still needs to be fixed)
• generates appraisals for all targets
• filters appraisals if health == 0 (elder mist and other fights with dead parts)
• moonerang now considers dead targets when calculating its 1 target requirement - this is temporary.
• extract _read_current_target in combat manager to get actual targets.. needs more testing
