IQDB Tagger fixes and improvements, minor Kira bot tweaks

+now grabs all urls from IQDB and all tags +now filters low-similarity results +added singleFileTagger for if something happens and you just want a single file done +added aliases to Kira bot +corrected timedPoll results sorting
