Move scripts for bbb-conf --setup dev [client|web|apps] into wiki #1303

What steps will reproduce the problem?
1. run bbb-conf --setup-dev web
2. Connect using browser
3. You get 404 error and running bbb-conf --check shows that nginx 
sites-enabled/bigbluebutton is missing

What is the expected output? What do you see instead?
Should re-link nginx sites-enabled

We are going to remove the --setup-dev for client, apps, and web to provide 
more detailed instructions in the wiki.  

This way the developer can understand more how to setup the development 
environment.
