Move the whiteboard controls within the presentation window #1312

Currently, in 0.81-dev, the whiteboard controls are outside the presentation 
window.  

This has two problems:

   - the whiteboard controls are not visible when the presentation window is maximized
   - the whiteboard controls are sometimes behind the chat window

One solution is to move the whiteboard controls within the presentation window 
and make them visible when the presenter moves the mouse within the 
presentation area.

My pull request here, https://github.com/bigbluebutton/bigbluebutton/pull/87, 
has a potential fix for this issue. It also includes a check to see if the user 
is presenter before showing the toolbar.
