The Whiteboard Toolbar is visible to everyone #1385

What steps will reproduce the problem?
1. Join a meeting using demo3 as a viewer
2. Click on the PresentationWindow to bring it to the front

What is the expected output? What do you see instead?
You shouldn't be able to see the toolbar, but instead you can see it. There 
needs to be some sort of check to see if the user is the presenter.

This should have been fixed when the whiteboard toolbar was moved over the 
presentation window.
