Video can not be re-intiated if it is closed before sharing #1393

1- Start the video but do not share it.
2- Close the video by clicking on the top right close icon (the 'X' icon)
3- Video can not be started anymore.

Confirmed this is an issue.  Marked as bug for 0.81

Fixed in the master branch. Prompt the user again asking for permission when 
the user clicks the webcam icon after denying the first request.

This doesn't work however on browsers with debug Flash player installed as the 
Privacy tab isn;t avaialble.
